Like a normal contract do they get their money back if not delivered on time or some kind of compensation ?

Considering the first aircraft [specifically, Flight Sciences birds] weren't finished until about 5.5 years ago, I find that quite...informative.
The F-35 was designed starting in the 1980’s.
They are using a gun used eleswhere but because they are designing a Rube Goldberg machine the gun will not be operational till 2019.
