Any competent programmer could whittle that down to 200 emails for people for to read in no time. You don’t think that these people were smart enough to write in code, do you?

Got that right. Calculate hash values for the first 160 characters of email messages and compare to hashes for already-known messages to filter those out. Then pump the remaining emails into a modern Document Management System to make the new ones fully searchable and viewable. Probably about 12 hours of programmer work, with maybe another 8 hours of admin time to set up the needed servers.
