Senate Democrats are considering a shift in strategy that could offer a resolution to a long Senate impasse over funding the Department of Homeland Security and put more pressure on House Speaker John Boehner.
The Senate minority is now considering accepting Majority Leader Mitch McConnells offer to vote on a bill funding DHS that is not tied to efforts to block President Barack Obamas immigration strategy. That move would come after Minority Leader Harry Reid (D-Nev.) had said on Tuesday that he would not move forward with McConnells proposal to vote on a clean funding bill that keeps DHS operating through September, which Democrats have been demanding for weeks.
But Reids position that he must receive assurance that the House also take up the bill before moving forward in the Senate may be politically untenable. On Wednesday, Senate Democrats will caucus privately for lunch and seem increasingly likely to shift their strategy and react more positively to McConnells offer, Democratic aides said.
Democrats have made voting on a clean funding bill through September their chief demand as they blocked a House-passed DHS bill that attacks Obamas immigration initiatives. McConnell is lambasting Reids position that he needs to hear assurances fromBoehner that the House will take up the clean DHS spending bill, calling Democrats hypocritical after holding news conferences on Tuesday urging McConnell to allow a vote on a bill free of riders.

If I heard right, didn’t McConnell then say that he would follow this vote with a vote on overturning or blocking Obama’s executive action on immigration on a stand alone vote? Thus making the dem’s have to vote on that only? Am I mistaken? I don’t trust any of them any farther than I can pitch them.

President Ford tried to get funding to defend South Vietnam against the N Viet tank assault. Leftist democrats controlled Congress. They cheered the loss of Vietnam. This was a turning point in America being an unreliable ally.
Under the Congressional Budget Act, debate on budget conference committee bills is limited to 10 hours, so no Senate filibusters are permitted.
So if the Republican leadership wanted to (and unfortunately that does not appear likely) they could ensure that the identical bill that the House passed comes out of the conference committee, is passed by the House and Senate on a party line vote, and goes straight to Obama's desk (where he of course would veto it).
This is what I have been saying for months.
McConnell should (but won't) announce that if the Democrats continue to filibuster DHS funding he will have no choice but to invoke the Reid Rule (be sure and call it that) and unilaterally change the rules to eliminate filibusters by majority vote.
Then do it.
The Democrats and the lamestream media arm of the Democrat party will go nuts. Sucks to be them. Elections have consequences and so does Reid unilaterally changing the rules when he was in power.
Will it come back to bite Republicans in the ass when the Democrats retake control of the Senate someday (maybe as soon as 2016)? No, it won't. The Democrats have already proven that they will do whatever they want when they are in power regardless of what the Republicans do or do not do to them.
It is long past time to stop letting the Democrats set the rules of engagement.
He was a vile human being in most respects and a terrible president. But I have to give him his due here.
