That's the general idea. Get people used to executive control and spontaneous law making. We're well down the slippery slope now in terms of getting used to this "new way of doing things". We are inching ever closer to being a dictatorship. Congress may as well fold up. What do they really do legislatively, other than spend our money for us? Obama makes all the rules now.
