Actually it was created to stop the Soviet Union. Russia was simply the center of that.

We have tried to engage with the nation state of Russia and for a variety of reasons, not all their fault, it has collapsed into gunfire.

That part IS their fault. There should be only negotiation in Europe and Russia for better or worse is part of Europe.
