This website is not alleging that it is legal to make a firearm receiver without a serial number. We have no idea of the legality. However, this does show that gun control is completely obsolete. In many parts of the Asian world, quality firearms are manufactured in backyard garages. In the Philippines, Muslim Jihadists are manufacturing their own copycat Barett machine guns.
In Syria, Jihadists are making homemade remote controlled stands for machine guns. There is no limit to what kind of small arm can by made with limited resources. In the past, governments have chopped off peoples fingers to keep them from using bows and arrows. Guns are becoming like bows and arrows. Easy to manufacture. Short of chopping off fingers, there is no way for any government to prevent criminals from obtaining guns.
In the Ukraine, both sides of a disarmed society became heavily armed with automatic weapons in a matter of weeks. Gun control is a lie.
The Danao province of the Philippines is considered to be one of the biggest centers of high quality homemade gun sin the world. Backyard shop specialize in semi-automatic pistols. However, Kalshnikovs, M-16, and even light machine guns are made. The Danao gunmakers have achieved such a good reputation, that scores have been recruited by legal gun manufactures.
FedEx is probably worried about BATFE coming down on them.
perhaps I do not recollect correctly, but I thought ATF regs, while not requiring serialization, DO require some identification as to the maker of the homemade weapon.

No mean feat since Barrett doesn't make a machine gun, only bolt action and semi-auto sniper rifles. (Barrett has shown prototypes, but none have been put into production.)

Whenever I ship anything I just write that the contents are “parts.” Its worked perfectly for 30 years.
No serial numbers or other IDs are not required. They suggest that a seller of home made gun should add a serial number.
How hard is it to complete an 80% lower without one of these?

All the 80%-lower manufacturers have DIY videos. Some only require a jig and a drill.
on a mini-mill, about 4 hours to do a clean job.
(or so I’ve heard; wouldn’t have any direct knowledge, you know)
Ive tried to find an 80% lower dealer in the southeast
where I can walk in off the street and pay cash for one.
So far no luck in finding one anywhere close by.

So is this $1,500 box only worthwhile if you want to crank out a lot?
It allows you to manufacture your own receivers, so if you are only planning on making one firearm...
The article leaves much to be desired. WHAT “groundbreaking gunmaking tool”?? Who tried to ship it?? From where to where?? Misleading headline or very poorly written (or perhaps both).
The law does not require any markings, but the ATF “suggests” that you mark your personal weapon in some fashion so that you can “identify’ it.

You CAN do it on a good drill press, but a small bench-top mill is better and you get a more professional-looking part.
