"Secession" in the sense you're talking about is one state leaving the US. These folks are talking about moving four counties from New York to Pennsylvania, something the U.S. Constitution specifically authorizes, albeit only with the consent of the New York legislature, the Pennsylvania legislature, and the U.S. Congress. (U.S. Const., Art. IV, sec. 3).
