I have noticed this in Minnesota, but not recently, come to think of it. Must have found a solution.
We have them in north Texas, and they seem to have been an instant hit with yellow jackets. The perfect elevated site to build a nest. So you get a light with a wasp nest silhouette on one of the colors.

That’s because we use thermostatically controlled heaters to keep the temperatures high enough to melt snow.
It’s the new bulbs in existing equipment, as Northern munis in the US found out some years back, and heating units were retrofitted.
