In September of 2013 all those rebel groups voted to become part of ISIS. Many of the leaders in ISIS today were trained by the CIA. It was 2 months later ISIS gain enough strength to break out of Syria and sweep into Iraq. By the way, Obama is asking for more money from congress to train “new” rebel groups in Syria. Congress is reluctant this time around, considering what happen with the last groups.
