It appears from the 'Federal Register' web site, several memo's were issued and published regarding the Immigration changes, but it is specifically noted in Here:
"Note that the November 21 Presidential Memorandum, and this RFI, are not focused on potential Federal Government actions that were announced as part of the President's Immigration Accountability Executive Actions of November 20. Rather, this RFI seeks recommendations on improving and modernizing the legal immigration system in other ways.
This is how they attempted to get around the whole comment period required for Executive Memos; Tell everyone you issued a Executive Memo, but never publish it in the 'Federal Register' so no one can comment on the actions.
