It's a matter of appearances. He'd ignore it if he didn't think appearances might still be necessary. He's being cautions and methodical about how much power he claims at any one time.

Absolutely. I never thought I'd have to say this in the USA, I thought we were in some exempt fairy land where we had all, all together, agreed to respect the rule of law and the First Amendment. That's not the way it is any longer. Let's just say I am putting my trust in the confidentiality of the FR database, as I am getting paranoid in my old age.
