I’ve seen it used for both.
However, the larger issue is, once again, the Left’s utter incapability to actually understand the Right. As demonstrated in controlled studies, the Left cannot actually model the thinking of those on the Right; all it can do is manage a caricature, and not a very good one. And so, as is so often the case whenever the Left cannot directly address some aspect of the Right, they devolve into strawman arguments and ad-hominem attacks.
