The fact that the FAA “lets” anyone do anything on the moon is a real problem.
Homer Hickam is right. NASA should be a subversive agency supporting the rebellion against Earth.

Well, the FAA has jurisdiction over American citizens, but not outside the country. I don't think they could fine me for buzzing a school in Gambia. Mind you, I don't think it's a bad idea to have somebody at least try to coordinate the thing, but regulation is a little bit of overreach. Sort of reminds me of the folks who got together in Berlin in 1884 to apportion colonies in Africa - that didn't work out well - or the ones who cut up the New World into spheres of influence a couple hundred years before that. That one worked out pretty well except for the half dozen or so wars between. (Four French and Indian Wars, the War of 1812, the Mexican War of '46, the Mexican Expedition in '17, arguably the Spanish-American War and my favorite, the Pig War of 1859...)
My single favorite Heinlein novel addresses this issue - The Moon Is A Harsh Mistress. It will be the Loonies who make the call one day, and they'll be the ones with the right to.
