Split the funding into smaller bills. Send over funding for popular and/or necessary things first but make sure no funding for the unconstitutional part is in any of them.

Harry Reid passed the obamacare bill using the budget reconciliation process. That parliamentary procedure obviates the 60 vote cloture requirement and relegates it to a simple majority.
