I didn’t know the starter was making noise. I recall an incident where after replacing the starter - nothing. Battery had been disconnected while work was done and not reconnected.

I disconnected the battery when I bought the replacement starter. I took the old one out, wired up the new one, went to install it, and it feels like it isn’t the right size the starter mount feel like it is bigger than the old one. But, the angle I need to be in order to reach past the 4wd stuff makes it impossible to see clearly.
I replced several Ford starters as a kid. It is stressing me that this is kicking my behind.

Did you try jumping it from another car’s battery? Or try several rapid starter attempts? Power goes from the battery to solenoid to starter, so it sounds like starter is getting 13v it needs from battery.

Try using WD-40 on solenoid, starter and battery terminals. In best case scenario, all +/- copnnections should be removed, cleaned, re-tightened and greased to seal from moisture/corrosion/dirt.

If it's a rebuilt starter, it could be defective.
If there is a difference physically between your old starter and the new one, that could be the problem.
It is kind of critical how the starting gear on the starter lines up/matches up with the starting gear on the engine.
You could have a mismatched starter for your particular engine.

It sounds like the battery is barely strong enough to turn the starter, if it’s just spinning-up. Try jumping from another vehicle to get the 13v to the starter.
