Well, this will probably turn into a bashing NOLA thread and loving Irish people thread. The Irish now hate America and are considered the most anti-Israel Europeans by the Israelis. San Diego is still trying to ban Irish exchange students from its city due to their drunken, violent behavior. I’m very sorry anyone got hurt in New Orleans but the Irish press is insanely hateful towards our country.

Many used the term garda, roughly the Irish equivalent of police officer. IIRC the "Garda" is the Irish national police force,roughly equivalent to Canada's RCMP.

I try to be very street aware when traveling overseas. I don't leave tourist and business districts unless I've done some research and understand the neighborhood. Without doing that I would tell you I would never take off on a stroll in the East End of London or a Parisian banlieue.
From the map it looks like this guy struck out walking north out of the French Quarter and into a residential district north of I-10. I sure wouldn't do that.

Travellers must be aware of dangerous neighborhoods. If the guide books don’t tell you, the internet certainly will. I go to NOLA all the time - keep to the French Quarter and downtown and that’s it. Great restaurants, beautiful architecture, nice people. And I try to avoid Bourbon St.

Pretty much, yes. Persons of pallor may safely (well, more or less) pass through that zone between daybreak and 9:00 a.m., before the locals wake up.
