You have enough ex-military Citizens who are fully capable of handling a firearm.
More than enough to get this kick-started. Those same Men and Women could open
schools to train people as a requirement by a new law. I see no excuse.

Agreed ,there is no excuse, it just won`t happen. Yet.
Usual procedure is to Normalise everything as each step unfolds, until it is either a panic or to late.
They have been H*ll-bent on removing weaponry from the citizenry for so long that changing direction will take a national emergency.
Politicians are so scared of the PC crowd ,they won`t make any bold logical moves in that direction.
It will take a cultural revolution to fix this.
