Obama mocks Boehner’s willingness to enforce it. They’re both part of the problem.
I agree to an extent. But consider that both the House and the Senate have to agree to kick a president out of office, the Senate constitutionally obligated to do so on a 2/3 majority vote.
But since the Senate has been controlled by Democrats until recently, Boehner knew that the Senate would ignore a House impeachment of Obama, just like the Senate did when the House impeached Clinton.
In other words, before RINOs took control of the Senate, Congress was gridlocked.
