Actually, in East Africa this is the traditional practice of Animists, not just Muslims. Many instances occur in tribes with no Islamic influence at all.

That is the reason most often mentioned to me. "If they don't enjoy it, they won't look elsewhere."

I'm not sure that it was ever very effective for that purpose. Even if it were, it is still a ghastly practice!
