The reason NYPD’s finest are still the finest is that NY never succumbed to the “community-policing” fad that meant only people living inside a city could join that city’s police force. Most NYPD are from Long Island, Westchester and even New Jersey. So if by “Nooyawker” you mean NYC resident, yes they are.
