Yep, the Speaker eagerly went out of his way not to try to rein in this type of ripoff, instead agreeing via his approval of federal 2015 budget that this is appropriate behavior.
Boehner is the single greatest problem to the GOP. It is not Romney, Bushes or other RINOS, it is Boehner.
