Why would people enforce bad laws, then willingly accept tax paid cash, rewards and benefits to do so?

What is your opinion of liberals who cherry-pick which laws they do and don’t want to enforce? Granted though in the case of Garner someone should have broken ranks but it’s possible that they genuinely didn’t understand how sick the poor guy was. Clue: Please leave very sick unmedicated asthmatics in the upright position.
