California's budget, which bounced back after years of deficits, is now being squeezed by rising healthcare costs for the poor and for retired state workers.. The mountain of medical bills threatens to undermine Gov. Jerry Brown's efforts to strengthen state finances his central promise of the past four years. Enrollment in the state's healthcare program for the poor, known as Medi-Cal, has exploded by 50% since President Obama's signature law took effect. Although the federal government picks up most of the tab, state costs have also been growing, and faster than expected.

I like to think California sanctuary policies, welfare, licenses, Nedi-Cal, etc. are attracting all the illegals that other states would otherwise be forced to care for. Let their ship of state go on the rocks, and not ours.

Perhaps they have learned the lessons of too big to fail. In which case you and I will most likely get to help bail them out.
The solution is simple: Build a high speed rail system. That will surely balance the budget.
For how long? Is this a 'sucker subsidy' that lures the State into the program and then is ended once it is too late for the State to pull back out of the program?
