Not Cleveland TN or Cleveland GA? (Since there is a Valley View Mall (pretty much in the Dead Mall category) in Dallas, I did look down at the topics and saw the "Ohio" tag.)

You are correct. Randall Mall was destroyed by the ferals. In fact, almost all the large businesses that were in that area are gone. My Chinese grocery is in part of the building that was Toys-R-Us. The Best Buy is gone. HH Greg is gone. Only things still operating are liquor stores and chicken shacks. The whole area is dead.
The juveniles were upset that they had paid for tickets, so managers began reimbursing them, according to March.

I was in Cleveland before that happened. Randall Park was the go-to mall; I also remember going to Severance and rarely downtown for shopping. There used to be a good seafood restaurant out that way. Rusty Scupper?
I noticed someone else responded that it meant African American, which may true in this case, but I use it myself to mean when I was young as in, "in my yout" and I'm white. Joe Pesci's character in the movie I mentioned, My Cousin Vinny, used it to describe his two young clients. Being from Brooklyn, "two youths" sounded like "two youts" to the judge and those boys were white.
But it really makes no difference in the big picture. I know I have said more than you care to hear and haven't told you anything you didn't already know, but it's been a slice. Thanks.

The liquor stores are a hoot. Everything is behind bullet proof glass! You tell the “behind the glass” clerk what you want, and slide the money under. They slide open a stainless steel, armored drawer with your purchase!
Euclid Square as well. Seems like it lasted only a few short years until the bad element took over. Here in the burbs of Dallas even the once thriving Collin Creek Mall in Plano has gone to pot. My rule of thumb: When Dillard’s leaves a mall it’s time to go elsewhere.

There’s a large shopping area near me, Northfields Center/Macedonia. But it’s a big strip mall, and big box stores, etc.. No so much fun to hang out I guess. No trouble so far!
You know you’re in the wrong neck of the woods when the liquor stores have hardware thus for their standard customer service interactions.
Sounds like the clerk is the safest person in the neighborhood!
I’ll bet they have an armored car service pick up their money.
