The only difference between those three criminal organizations, is that the Mob and unions only sometimes get away with crime. The government gets away with crime, all the time.
In Philadelphia, that is all the same organization.
Several years ago there was a shopping mall expansion near where I live. They were building a multi story parking garage. Every week I would drive past on my way to work and the workers would stroll across the busy 6 lanes road forcing traffic to stop as they went to the job site. They did not wait for the lights nor use the cross walk. The arrogance of them doing this was maddening. This went on for weeks while the steel frame was constructed.
