What do you mean? This is what they want; they just don't want to admit it. Chaos is an opportunity to exercise and extend police power. "Never let a crisis go to waste."
While they certainly want chaos, they thought that they could control it and that the American people would buy their narrative on the causes and solutions, giving them the cover that they need to move forward.
I believe that these statements are an indication that it's not working as they drew it up. They have polling data and other sources of intel that are giving them pause. While they have succeeding in destroying the Democrat Party, they haven't yet succeeded in destroying the country.
The intention is not to expand police power, it is to keep winning elections. Police power comes from holding the executive, and for political purposes it doesnt matter if the police arrest people politely or not, or if they are equipped with nightsticks and revolvers, or machine guns.
Power is the ability to threaten people with fines, judgements, prison, unemployment, or ruined careers.
The details of the grunt work to enforce this isn’t important.
