Why send Holder to Ferguson, Cleveland, etc.?
Because they need to make the police appear ineffective and distrusted. By doing so on a large scale, they can then declare martial law.
The black community, especially these protestors, are being played as pawns. None of this ends well.
No, its much simpler than that.
Its all about 2016.
Turnout for their base this year was devastating, much worse than expected. If this persists, their base being unenthusiastic (hope being gone, and everyone understanding that they really are worse off being the root of it), they need to do something to motivate them. So whipping the base up to a screaming rage against, well, everyone else really, and keeping it that way till election day is the plan.
An evil plan, but for a prosaic and small purpose. These are evil people but they are also small people. No grand intentions.
