Every Cuban who gets here is legal due to our wet foot-dry foot policy. 50,000 will be here here very soon. smuggled on small boats which there are thousands of in Miamai and South Florida. Private fishing boats and the like. Many will be admitted 100% legally. The ones who don't want to wait to be included in legal immigration quotas will get here illegally but will be legal the instant they are on dry US land
