No, Alinsky dedicates Rules for Radicals to Lucifer, not Satan. It's my understanding that "Lucifer" was a reference to the King of Babel, fallen to Earth as a result of his hubris. I can't think of another ruler in the modern age as Luciferian as Barack Obama.
