He's speaking for the 30-some percent that do want the carriages banned and those that don't vote.

These horses will go to slaughter if they lose their "jobs."

Most horses like the routine of doing something. Hauling a light carriage is not serious work for a 1200 pound horse, so do not imagine that they are suffering. 100 years ago, when most urban transport of goods moved by horse power, draft horses did suffer; they pulled heavy loads in all weather, and slipped and fell onto the pavement when the streets were icy. They had hard lives. But the carriage horses always look to be in great condition, and they are hardly worked at all.
