The biggest problem is how the GOP awards delegates. There is no way that states like New York and California which have zero chance of delivering electoral votes to the GOP candidate in November should get any more delegates than their number of electoral votes.

Roughly 15% of the delegates should be awarded based on electoral votes, an additional 15% based on GOP governors, senators, congressmen and state legislatures, and the remaining 70% based on how many electoral votes were actually delivered to the GOP candidate in the last four or five election cycles.

Yeah, this would supersize the influence of Texas and possibly make Georgia as important as New York. So what?
