I believe that you've got it.

My take is that any person (including and especially if sworn LEO), of complexion so as to be taken or identifying as Caucasian, shooting a person of color will be taken into Federal custody preemptively and examined as to whether he is to be tried in a federal court or returned to state custody for further processing, prior to release to local (county or municipality) authorities before released free or on his/her own recognizance.
