Yes, it is a social media message of arguably dubious origins, but it nonetheless cannot be dismissed as unrepresentative of what may have actually happened. Ferguson Mayor James Knowles and Lt. Gov. Peter Kinder (R), have implied similar suspicions just short of an outright accusation. Consequently, even an anonymous social media source is worth watching in case someone is trying to leak something which is real. See for example:

Nixon was strongly criticized by Ferguson Mayor James Knowles and even his own Lt. Gov. Peter Kinder (R), who said the governor should have deployed more National Guard troops to Ferguson Monday night, when protesters set buildings and cars on fire.
