Good point. When you act to solve a problem that does not exist by changing the elements of the situation you will inevitably create the very problem you are seeking to solve.
We have reached the point that government solutions are the root cause of most problems.

I’m guessing that spreading oil on the ice would create an entire different problem (oil, water, habitat destruction) and have no effect on the climate.
