It is troublesome that the government has never even tried to estimate the total size of the resident H-1B population. How many are there... the total, as of fall 2014, would be about 900,000...we get an estimate of 585,000 Indian H-1Bs

Let’s see....cap is currently around 42,000 per year. Max they can stay is six years. 6 x 42K = 252,000.

500K more seems too high to account for all of those on year-to-year extensions as they pursue a green card.

You didn't read all of it.

First, if the employer sponsors the H1B for a Green Card, the H1B can renew once a year indefinitely.

Second, non-profit labs, universities, and government agencies (local, state, and federal) can hire as many as they like with no quota.

Also, but not specifically counted by H1B, newly minted STEM graduates, B.S., M.S, or Ph.d, can get a 2 year “internship,” usually with a major corporation.

Finally, and most important, foreign STEM graduates of elite USA universities like M.I.T. and Stanford come overwhelmingly from Western Europe, Japan, oil rich Middle East, and English speaking countries.

After graduation, almost all of them return to their home countries, because the pay and standard of living is the same as the USA.

The STEM graduates that politicians and corporations are demanding higher quotas for attended second tier USA universities and come from India, China, Russia, Eastern Europe, and Iran.

They compete directly against second tier American-born graduates, and they drive down the wage scale for everyone.

H1B quota is 85,000, not “around 42,000.”
