Russia to seek new partners if Western oil majors leave: minister

MOSCOW (Reuters) - Moscow will seek new partners in countries that have not imposed sanctions on it if Western oil and gas companies pull out of projects with Russia, RIA news agency quoted Energy Minister Alexander Novak as saying on Saturday.

The sanctions over Russia's role in the Ukraine crisis have targeted the delivery of oil technology, goods and services, aiming to make it harder for Moscow to access new oil sources.

"If (Western) companies decide for themselves not to take part in organizing investment projects in the long term, we will invite investors from countries which have not imposed sanctions against us and our oil and gas companies," Novak was quoted as saying in response to a question at a meeting with students.

Russia, the world's biggest energy exporter, relies on oil and gas exports for about half its federal budget. The sanctions affect its offshore exploration in the Arctic and development of the hard-to-recover oil deposits.

U.S. oil major Exxon Mobil has had to suspend work on offshore exploration in the Arctic with Russian oil producer Rosneft and Royal Dutch Shell has suspended development of hard-to-recover oil in Russia's Bazhenov formation with Gazprom Neft.

Rosneft has agreed to deepen cooperation with China National Petroleum Corporation, including in liquefied natural gas (LNG) projects and possibly LNG supplies to China.

Hey Russia and Other Perpetual Commie Dictatorships:

Your economy is weak because your economic and social systems do not promote technical innovation and you must depend on other nation’s intellectual capital in order to thrive.

You have the oil, but not the intellectual capacity to extract it from the ground. All those smart oil industry folks from the US and Europe are going home and Russia, you are screwed and it is all Russia’s fault.

We laugh at you in America.
They laugh at you in Europe.
Even the people forever trapped in the third-world laugh at Russia.

Russia is and always has been a failed state and because your system promotes no intellectual curiosity, you love POS dictators like Putin and Stalin.

Next they will reopen the Gulag. A million(or 20) Chinese wouldn’t hurt but they’d have to pay them. How about a million U.S. convicts? Win-win?

It just that, but a nation of paranoid savages.

I know several people who have been hired by Russian companies to helps them implement new technologies in various industries.

They all say the same thing, “We could help them much more if they were to give us insight to their goals and current technology. They don’t share, they don’t trust, we can’t help.”

I have heard stories of staff on Russian oil rigs protecting 50 year old drilling technology as if they were the nuclear launch codes.

Looking for any excuse to continue buddying up with China. Putin has spent 6 years laughing at the US for electing such a putz and has grown tired of hussein’s bs. WWIII may not wait two years before we can dump the usurper.
