The OP has a point — who in their right mind would register? It will just tell La Migra where they are when this illegal action is discarded (which it will be), then we will know who and where they are.

As I recall, about 40% of the illegals here today arrived legally with a visa, but have overstayed their visa expiration date. We need to get biometrics when they arrive, track the exits, notify them when their visa is about to expire, and issue a BOLO if they don’t leave on time.
