Clyburn knows the Emancipation Proclamation only applied to th Confederate states that the Union was at war with and not states in the Union. And, that it was contingent on a Union victory.

You are probably right. . .it’s those winks and nods and secret concessions. In a nutshell. .it has nothing to do with the welfare of the country. . only their self serving interests. Saw it with our own Republican congressman’s stand on Israel. It was so disappointing to get a letter from him with his go along to get along attitude. He can smile all he wants in his family “political” portraits and tout country and family values but God will be the final judge of his votes and lack of judgement.
