I would like to know or unterstand how they are constructing the argument that King Obama has tried for nearly two years to get something through congress.
I just don’t recall anything that affirms that claim.

|it is designed to give media whores and other Obama supporters a position statement to chant over and over until the STUPIDS hear it and believe it.

Congress has "all Legislative powers herein delegated". One of those powers is to make a uniform rule for naturalization.
If you have power, it includes the power not to act. If you don't have the power NOT to act, you don't really have the power at all.
