Which Friday afternoon news dump to utilize?
What if Obama comes out with his immigration fiat at the same time the Ferguson grand jury announces its decision? That could get weird.

The other timing issue is Ferguson.
Seems to me there is no hour of the day that would suffice to maximize looting (which is what Just-us wants). But, even if adults were in charge, there is no ideal hour to minimize looting.
To place the timing away from the maximum looting hour, gives looter organizers more time to plan. To place timing closer to looting hour maximizes the ability to use the emotion of the moment.

That’s exactly when he’ll do this. He has his thugs in place along with the Feds to fuel any demonstrations and confrontations ( may turn out to be another Watts). This will of course take the focus of Grouber and the lying administration off the news and allow the alphabets to talk about the riots rather than some snowfall/

That, the Ferguson grand jury decision, is why I believe he is waiting.
His aim is to create a situation where the population is so outraged that they widely demonstrate their frustrations with his actions. This may, or may not, create enough friction that he declares Martial Law and suspends the Republicans from taking over in Congress.
Will we do what he hopes?
Except the day after Thanksgiving, that would certainly redefine Black Friday.
