What would help the black kids who have a chance to succeed is for the loser-troublemaker black kids to be pulled out of school at the earlier signs of misbehavior. The troublemakers would be isolated at schools designed to see if there's any hope of correcting them. The more they misbehave, the more severe the punishment (including corporal punishment) until they learn to behave.
Separated from the troublemakers, the other black kids have a chance. As it stands now, they have little or no chance.

Liberals know exactly what blacks kids are disciplined for; that is why they live as far away from them as possible. What kind of people do you think are expelling/suspending blacks? The conservatives working in the ghetto schools?
Liberals want black kids in your schools, not theirs.
