Clearly he is talking about malevolent prosecutors. If you get called for a Grand Jury you have no choice, you are obliged to serve.
Generally a grand jury does what the Prosecutor wants. the grand jurors have little choice as often the prosecutor is in complete control as to what evidence is considered and everything is done in secret.
