I hate to laugh but that list of violations made me laugh.

I grew up there and finally got smart and moved 2 years ago, and just in time it seems as they now elected a hardcore blatant communist as Mayor. The scams that city uses to steal peoples money it’s absolutely insane, and is absolutely 100% because they pay out such an insane amount of money to social programs so they are constantly using every means possible to get as much money as they possibly can, it drives you NUTS. A friend of mine ran a newstand and went out of business from all the fines, he couldn’t keep up, constantly getting $1000 dollar fines for the most ridiculous reasons like cigarettes less than 2 feet away from the counter, cash register display not a certain height from the counter, “No cash refund” properly displayed, just name it, on and on and on and this is a guy who sold newspapers, chips, cigarettes candy. Try making $1000 selling that. Probably the best I ever heard was a hotdog stand vendor who was in the middle of serving a customer when a NYC health inspector came up and demanded his license. After he served the customer he presented his license to the Brownshirt, and was awarded a ticket for $1000. Why? Because his license was “not presented in a timely fashion”.
