I have a lot on my plate. Unless a guy like Nyquist makes an explicit and clear case for a specific conclusion, this kind of information goes under "file it," as but a potential data point. It certainly isn't enough to form an opinion. Insofar as whether Russia has taken action to support Islamic terrorist actions specifically against American interests as opposed to (for example) making a mess of over a billion violent eschatological idiots on their borders, well, I don't seen enough evidence of that here to make a conclusion given the strong potential for agitprop from a "former" Russian agent. He might be, he might not.
This seems like a strange statement. I think it is quite clear that Russia has taken aim against the United States in their support of Islamists. It's not like Iran is going to nuke Russia when they get the bomb, but rather the "little" Satan or the big one. The PLO, and other Islamist terrorist organizations setup by the KGB and later the FSB, are all anti-American to their very core. They work in their countries to undermine our nation there, while Russia, which carpet bombed entire Chechen cities, is totally glossed over in silence by Islamic propaganda networks and the like.
The Russkies supported the radicals in the first place, undermining the moderates in Chechnya in order to go in and carpet bomb the place. Right now, Kadyrov, Russia's puppet in Chechnya who names streets and the like after Putin, and who delivers 99 percent of the vote in Soviet style elections for Putin's party, is also sending around morality police and making little girls wear Burkhas. (In between kidnapping people for his sex dungeon.)
