For the same reason why he isn't talking about replacing Obamacare. Initiatives like that would require real solutions, and the GOPe cupboard is completely bare in that respect. Instead he's suggesting what, copyright reform? Now there's a burning issue. Unemployed suing illegal aliens? How the hell would that work? Commute drug sentences? What's the reason for that? The guy sounds like a complete idiot.
