I think it is high time for citizens to require a two thirds rule on all levels of govt to pass rules or laws.
EVERY regulation from ANY regulatory agency should have to be approved by the full vote of the respective legislative authority and that vote be on record.
It has long passed the time to reign in these agencies, local, state and federal.
