Hmmm....I’m not sure what the Rules were...and I don’t really know why....but nobody wore costumes at my Grade School, in North Carolina, back in the 60s. I think it was just understood that costumes were for later that night.
Of course, the school celebrated in other ways....and they had no problem with calling it Halloween.
Three possible reasons the school didn’t allow costumes:
1. The school didn’t want the disruptions.
2. Christians objected.
3. Muslims threated to behead someone if the celebration was allowed.

Jeez... Newington banned Hallowe’en at schools. I remember Newington was a nice town when I had to go to NCH when I was a kid.
I did a quick search on who is offended by Halloween and came with the answer, Muslims.
Evidently Muslims pitched a fit over kids dressed as Seal Team Six or Bin Laden. I wonder how they would feel about a kid dressed as an ISIS fighter, carrying his own head.
