Although Hasan has been sentenced to death, Galligan doesn't believe his sentence will be carried out. It would be fitting for the Sultan to pardon him.

This filthbag lawyer (yes,redundant...I know) seems to be suggesting that there's inadequate basis for seeking the death penalty.Killing 13 people...at least some of whom were uniformed members of the United States Armed Forces...doesn't justify the DP I guess.
And lawyers...defense lawyers,at least...wonder why they're so despised by decent,intelligent,respectable Americans.
