LOL. This is beyond parody. You know what? Once we figure out how to travel in space economically, we will find planets with minerals on them and it will present military challenges too! That is just about as likely as this nonsense.
I'm sure it will cycle back to a sea lane, maybe when the Sun begins to enter it's Red Giant phase, around 5 billion years, give or take, in the future.

(Without using the russkies to get us to ISS) Besides which, if you don’t tell anybody, the “real” reason the Shuttle was cancelled was that NASA knew/knows that the launch pads would all be under water soon and they needed the money to work on the muslim outreach program instead.
