A controversial demand for a new deregulation spree shredding the rules for doing business in the European Union is to be unveiled on Tuesday in Brussels.
Edmund Stoiber, the former leader of Bavaria, will propose that all small and medium sized enterprises enjoy virtually blanket exemption from the rules governing business practices.
His proposal for a bonfire of red tape has an explicitly political agenda, aimed at reversing public perceptions of Brussels as a bureaucratic monster.
British officials are said to be delighted with the Stoiber report and panel participants said that Michael Gibbons, chair of the UKs regulatory policy committee, played an influential part in directing Stoibers thinking.

I remember when The Brussels pobahs were telling Italian bakers what size loaves of bread they were authorized to bake and all other sizes were prohibited. One outrageous edict out of many. Coming here soon if things keep on the the track we are on. See Mochell’s lunch edict.

Not of their own volition, of course, but as reality -economic reality- asserts itself, the parasitic left may have no choice. Without a stable business environment to support it, the welfare state collapses and the parasite dies.
A very interesting development.

Well, I base my premise on the quote cited in the article:
His proposal for a bonfire of red tape has an explicitly political agenda, aimed at reversing public perceptions of Brussels as a bureaucratic monster.
Note there was no mention of changing policy but only a political agenda "aimed at reversing public perceptions" .
Policy vs. perception. That says it all.
